Well the garbage is almost like a memories board. You could make a suggestion to change it, but basically old threads are thrown there, yes. If it's just pointless spam you could delete it.

no, some locked threads should stay in the original board.
it will be like a memory for that board. the garbage board has trash...and some memories.
